Ettiquette of draw offers in tournaments

It's legal, and it's binding. However, the opponent doesn't have to accept there and then -- he can accept at any moment before he plays his next move (playing a next move means refusing the offer).

So if you don't make your move after offering the draw, he can just wait until you make one (or your flag falls).
