you need to first play at least 3 fide rated people in a fide tournament, then get at least 1 point. After that, you just need to play nine fide games and then you will get your rating

no it doesn't. You can play in a fide tournament unrated. How else would you get an id? After you have played, you get an id.

I understand that you only need to play 9 FIDE rated games to get a rating (so long as you have a ratable performance) but does it matter when the 9 games are played? If you play the 9 games years apart, but still have ratable performances in the 9 games, does that affect whether or not you'll get a rating?

i came to know that after 1st july the FIDE rules regarding RATING are changed. i.e., we have ti meet 5 FIDE rated players and score 1 point..... is that TRUE...?

The Fédération Internationale des Échecs (FIDE) is the organization that governs international chess competition. At monthly intervals, FIDE publishes the lists "Top 100 Players", "Top 100 Women", "Top 100 Juniors" and "Top 100 Girls", as well as rankings of countries according to the average rating of their top 10 players and top 10 female players.

Almost correct, you have to score at least ½ point.
