Play in a FIDE tournament and score at least 3 vs FIDE rated players in a tourney with more than 3 rounds.
Or something like that.
If you've never played in one, then you don't have a FIDE rating.

No, they are over the board tournaments (OTB). You play face to face with another person.
You can look here http://www.fide.com/calendar/tournaments for tournaments. I don't see any in Sri Lanka right away. In January there is a big one in Chennai, India and another in Namakkal India.
