Doing the best I can this seems to be an accurate summary:

You must play against 3 or more FIDE rated players in a FIDE tournament; score at least one point in the tournament; and achieve an Elo rating in that tournament of over 1,000.

Subsequently you must complete enough games to qualify for a rating to be published within a two year period (not 100% sure when the 2 year period starts and stops) and the rating achieved must be above 1,000.

The number of games is generally 9 with some exceptions set out below

"If based on results obtained under 6.3. (round robin), a minimum of 9 games.

If based on results obtained under 6.4. (swiss or team), a minimum of 9 games played against rated opponents.

If based on results obtained in the Olympiad, a Continental Team Championship or World Team Championship, a minimum of 7 games.

If a player is a member of the IBCA, ICSC or IPCA, a minimum of 7 games.

You must then keep your rating above 1,000 or you are "derated" and start again (not sure if that applies after you achieve a FIDE title).

1) IBCA = International Braille Chess Association (sight-impaired/blind players)
2) IPCA = International Physical-Disabled Chess Assocation
3) ICSC = International Silent Chess

"Individuals do not pay FIDE fees nor can individuals join FIDE , federations do ."

This statement is somewhat misleading and can make people think that they won't have to pay anything to get a rating. In reality, FIDE charges federations certain fees for processing tournament results and rating their players. Federations have different policies on whether to charge more (since they also are involved) or less (subsidize chess in the country). Of course, most of them charge more, i.e. you pay your federation, it keeps some of the money and wires the rest to FIDE. Btw, the same is true of applying for titles. There is a FIDE fee & sometimes a special national fee.

here's a question, what if you win say the panamerican youth for your age, which would normally qualify you for a FIde master title, but you haven't played against enough fide rated players to be rated, do you still get the fide master title?

Um...in my first rated event I got no rated players, scored 6/9, and in my second event I got 4 rated players and got 4/9.

Do I qualify to be rated even though I got no rated players in my first tournament.
