Since 1970 FIDE awarded honorary GM titles to very strong players, who for some political or other reasons were not able to travel to play.

They deserved the title. Someone who doesn't even break 2400 should never be awarded a GM title. FIDE has purposely made loopholes around earning GM norms in order to make the title less exclusive.
Anyone who doesn't qualify for three norms should not be given the IM or GM title. Instead of cheapening what at one time was considered elite titles FIDE should start using honorary titles just like honorary doctorates that are given out to distinguish those who are really at that playing strength. Giving out these titles for participating in special tournaments such as youth, senior or women events without the actual earning them is a joke when it comes to recognizing real achievements.
