Final round with a tie

In a final round of a tournament, in case two players have the same points and same tie breaks, how does the system assign the final standing? Does the general standing of that specific tournament count? What I mean by general standing is the one which considers all won/lost matches in that tournament. Or will rating apply? Or will it be considered as an ex aequo/draw? Thanks
