yes could be. but it could also be the pawn havent moved yet because of the weird placement of the kings bishop and rook, could have been an indian defense went wrong. maybe OP could confirm?

 He didn't specify if it's e7-e5 or e6-e5..   dxe6# is right after e7e5

We therefore cannot say that the puzzle is a mate in one, because it cannot be proved that the last move was indeed e7-e5.
