I can't join tournaments and they say some thing like this:
"You must have less than 15% timeout rating",and so this leads to bigger problems like i can't join clubs.

How do you time out with a diamond membership? My little star stops my clock when I don't get back to the board in a timely fashion. Why are you not getting saved by your membership status?

Makes sense. He's always travelling from one country to another. He's definitely on vacation!!!

If you play 3-day games and use vacation time when you're going to be unavailable for longer than that, there's no reason to ever time out.
But we need timeouts. Otherwise, what's to stop you from simply leaving a game hanging to avoid losing? The time control means you can't just leave a game hanging, and can only drag it out for so long.

Timeouts are not tolerated in any of my groups, timeouts have cost us winning important matches many times! Members that join matches and post double timeouts without making a move just doesn't cut it, double timeouts in group matches will get you an automatic ban until your timeout ratio drops back to zero (takes about 3 months)! Members that have a timeout ratio higher than 10% are removed from all new matches! Timeouts are disrespectful to the group and to all the other players taking part in the match and as you found out NO TOP CLUB will give you membership and you have zero chance of joining a tournament! You want this problem to go away? Simple! STOP TIMING OUT!
Unintended time-outs are possible. WE just need to make sure they don't make it a habit.
life gets in the way of things doesnt it , if its your comp gone bang then internet cafes exist possibly nearby , otherwise libraries may have public internet access although this may be site limited
if its ill health then no teamate would offer anything but support and the best of wishes for a speedy return
the one thing though is communication , let the admins know , they aint so harsh they are teammates like you too
