How does a guy start a game making a move every 10-20 seconds and then at the very end, he manages to get like 8 moves wiht a second remaining? Is that a cheater?

How is that cheating? You can use whatever amount of time you want.

No, not necessarily. It's very easy to move fast by clicking the piece you want to move before your opponent moves and dragging it to the square you want to go to, then letting go of the mouse when it's your turn. Not a very clean method though.
