According to EGTB the best DTM move is Re5, not Re4.

1. Re5 Kf7 2. Kd7 Kf6 3. Rd5 Rc2 4. Kd6 Rc1 5. Rc5 Rd1+ 6. Kc6 Rf1 7. c8=Q Kf7 8. Rf5+ Rxf5 9. Qxf5+ mate in 5

1. Re4 Kf7! White won't mate in 15.

A Lucena solution is given but it is not really a Lucena position. The much easier (and advised) method for this type of position is to simply shield the open file next to the white pawn:

1. Rb2 Ke7 2. Kb7 Kd7 3. c8Q+ Rxc8 4. Rd2+ winning the rook.

(not saying it is the shortest way but it is the way which works for a greater number of rook endings than the Lucena manoeuve)

(Assuming you have an idea for a puzzle) Click on the diagram icon in the left upper corner of a new post and choose to setup a position. The process is similar to the use of the Analysis feature of chess.com but there are a few extra steps:

• Enter the moves of the solution line you wish the solver to follow. When you right click the mouse on a move you get a number of options to finetune your solution like adding comments and variations.
• Don't forget to click on the puzzle box under the Theme section of your diagram edit.
• You probably have to play around a bit with the editor and you can always make corrections by reopening a post, select a diagram in the post and click on the diagram icon. Takes you back to the last state you left the diagram in.
