If you start an online game as white and do not make a first move in the alloted time you should be charged with a loss and you oponent should get the win.I think also the losing player should lose points and the winner gain points. It should be treated the same as if a game was timed out in progress. I think the only exception should be if the white player aborts the game before it starts. I think the white player should only have 24 hours to about the game and not take it all the way to the end.
