Gaming the system?

Earlier today I joined a G 5 seven round swiss,tournament. Since my rating is around 1500 I was in the middle of the pack,so in the first round my opponent was 1000 below my rating, he\she did not make a single move, did not abandon the game or disconnect so I had to waite 5 min for the win on time, no increase in rating. 2rd I lost to someone rated 500 points higher than me, 3rd round same as round 1, waite 5 min to record a win with on change in rating. It occurred to me that players with low ratings can increase their rating by waiting until someone higher rated than them (myself in this tournament) get tired of waiting and resign. Has anyone run into a similar issue?
