Why is creating multiple accounts considered cheating?

Multiple accounts might be usable for cheating, but the rule says that creating multiple accounts is in itself "cheating". How? There may be completely legit ways to use two accounts that have absolutely nothing to do with cheating.

For example you could have one account which you use to play serious games with long time controls, which you consider your "main" account, the one that truly reflects your rating and strength.

Then you could have a secondary account that you just use to play blitz and bullet games very casually, just to relax and have fun. You may want to play rated games with both accounts, but you might not want to mess the rating of your "main" account with these more casually played games.

How is this "cheating"?

I'm not denying that part of what you said was true - people don't always use mulitple accounts for cheating. However, too many people were using multiple accounts for cheating purposes (including farming), that chess.com wrote a new rule that did not allow multiple accounts.

As for the part that you said "the rule says that creating multiple accounts is in itself cheating":

Chess.com wanted to short-circuit this cheating right away, and the only way to do this was to ban the use of multiple accounts.

Yes, but with permission , a secret 2nd acc should be allowed as @ChessCOM and team would be knowing that the 2nd acc is the one's. So they cant cheat
