Yeah but it's fairly normal for the opposition to develop with queen behind the bishop and force a trade, often you don't have a good way to stop it.

(Very) generally, the safest king position is with f2, g2 and h2 pawns all there, then the next safest is with f2, g3, h2 and a fianchetto.

This isn't the safest setup but this is a random setup I just came up with

Well, Blessed, if that is the actual position then white has a winning lead in development. 1-0.  If we assume credible moves by black at the same time then it is a dire opening of the position and a terrible waste of time maneuvering the bishop to g3. 0-1.
