I understand what your saying and that would really annoy me. I don't think anything can be done though because your opponent is not breaking any rules.

You need to learn to understand what Correspondance chess is. They can take years to complete.
I've been ill since the start of the year and have had to use up more vacation time in the last two months than all the time I've been a member.
I know it can be frustrating to my opponents, but correspondence chess isn't about winning on time. I've had plenty of opponents use up loads of vacation time against me. I don't mind, I have plenty of other games to keep me occupied.
For me, it's only vacation abuse when you try to win by outliving your opponent (Dragging out every single move in the hope that the opponent will drop dead before the end of the game cos you aint gonna win any other way), or when you're clearly losing and suddenly stop moving. Those are the only two clear examples of vacation abuse I can think of.

It is really annoying but monthly vacation time does run out. Just check it daily, the player may have a decent reason to why he/she isn't playing

I agree it can be frustrating. But it seems to me that if it is a 7-day move game a player is entitled to take all of that time. If a player then had vacation time and the tournament allows it (not all do) then he is entitled to use it. That's just how it is.
If you don't like it, play tournaments with a shorter move time (there are lots of 1-day move tournaments) or play tournaments which do not allow vacation time (there are plenty of them).
