This is done by averaging the difference between OTB and chess.com (and other ratings). In short, it is individual though, so who knows.
I don't think this works correctly but ok
They were doing a survey if I am not mistaken. People with OTB rating did it and this is the result. For instance I know someone here who is 1 700 FIDE and a bit above 1 800 rapid, but as I've said this is individual. There will be people lower or higher than expected because the pool is different.
