Engine use does happen, but nowhere near as often as people believe. It's not like you're winning cash prizes - and what fun is a good rating if you know it's bogus?
I would suspect if anyone was cheating it would be players rated 2200 and above - either that or they've got really poor chess engines.
It's also kind of arrogant to assume your opponent is cheating just because you lost. As for playing perfect moves...as Paul Morphy readily demonstrated, playing w/ 100% accuracy is quite easy in the face of poor play and obvious mistakes. Perhaps you should look to improve your own play and worry less about what your opponents might be doing.
