IIRC, theoretically the lowest RD is a non-zero fractional value. So something like 0.000. . . 01
Of course in practical terms that's not possible.
From accounts who have absurd stats like 100+ games a day for months straight, I've seen as low as 14 for them. I vaguely recall maybe one guy was as low as 11? I know I've seen 14 though.
These are humans who have over 200k, 300k games played total by the way.
