As far as I know there are only 3 accounts to have ever broken 5000. I stopped keeping track of those with ratings over 4000, but there are at least a dozen that I am aware of.
@Chessnetwork is the only user to legitimately break 4000, (in the sense that his account was not closed and the rating is acknowledged on his stats page) and it will remain that way for the forseeable future.

Not sure why I'd make it up. Like I said, they're cheaters so they get removed from the leaderboard. But as you can see, this guy was 5056 peak rapid and 4114 when banned.
Amongst his games, there was one game in which the accuracies of both White and Black were 100%!
And some of the time controls of 11 min per side is unusual.

Anyway, yes, I believe Hikaru has 3500 in bullet, which is the highest I've ever seen.

perfect example for why thats a horrible idea
anyway the 11 min could be because of multi accounting and open challenges coz noone else uses such a time control
and the only reason puzzle top players are stuck at 65000 ish is because of a limit in chess.com ratings (65536 is a power of 2, i think most people can understand this)

i mean, for a 4000 we would need 3900s for them to beat to get to 4000 and then 3800s... so the whole rating has to inflate

The rating will ever so slowly inflate as new players come into the game.
Sandbagging is to intentionally lose to certain players (the account to inflate) so your rating is lower than it should be. Then you win lower rated players. Repeat to feed the account that you want to inflate. Beating weak players by treating them as sandbags is bad sportsmanship.

Rating of 4000? Is that even a question? Of course people have reached it. Its the first beginner milestone. Me and my buddy hit it within a week. Anything under 4000 is considered pretty amateur. I recommend practicing more if you are under 4000.
