I met some people here who do not resign when loosing and don't even make any move.... it is so frustrating that we need to wait 15 minutes to win on time...

Don't you people think Chess.com must find a way to solve this....¿!

like adding an option to report the player...

or allowing maximum 4-5 minutes per move?

No. I think it is an acceptable inconvenience. If in advance you agreed to play by the time rules that don't require the player to make a move within a certain number of minutes or seconds, then even if they had abandoned the game, it should be allowed. I fully understand that some players may use this as a form of abuse. They think you'll react exactly the way you describe and leave the game in frustration. But think about how if you were playing with a clock at the table. If you and the opponent play without increment in instant death mode then I think it's an acceptable "tactic". Although I highly doubt many people would resort to it since they'll just keep losing most of the time anyway.

chamaria17e:  As Drawgood mentioned in his reply players are allowed to let their clock run out rather than resigning.  Sometimes this lasts a considerable amount of time.  However, just because it's allowable doesn't mean that it's a polite way to end the game.  It's a senseless waste of your time and often needlessly delays the start of the next round for all of the other contestants.  It's immature and disrespectful.

If you play in person against someone you can respond to their intentional stalling by playing candy crush on your phone.

Unfortunately this tends to be more common in standard chess or at least more of a problem than in Blitz.  Putting a time limit on each move is not an acceptable solution though.  People are allowed to use their time in any way they wish when making a move and some key points of games will often require a player to calculate many options at the key moment before deciding on one move.

That would be a case of the solution being worse than the problem.

I had to wait for an hour with mate in 1 next move in the last round of an OTB tournament, much more infuriating than online as you can do other things online such as listen to music, check the news etc. I wasn't going to win a prize and would have quite liked to have gotten home a little earlier. To cap it all off, my opponent then started annoying the game next to us. Yes, being stalled online is annoying and disrespectful, but it's a lot worse OTB.
