Higher points for win & loss after a break from rapid?

I took a multi month break from rapid and played mostly 5 minute blitz for a while, and got my blitz rating up to a bit higher than my rapid rating (maybe 1140 blitz vs. 1000 rapid). This week I played 2 rapid games after and was matched against players about my rating - the first one the system gave me +17/-19 I think and the second was +18/-18 for the win/loss as opposed to the usual (approximate) +-8 per game. Does the system take into account ratings in other time formats when allocating points to get you to your "proper" level sooner?

No, It doesn't take into account rating from other time format. It is because you haven't played any rapid time control in a while. After some games it will return back to the usual + or - 6 to 11 points depending on your opponent rating.
