how are people already in stone/

like the division time didn't end yet, so i don't understand?

When I checked the leaderboard, it said there were no players in that division.

At any time you can go to your division and see when promotions happen. Here's a screenshot of your division where it says 6 days, and 6 hours.

(it will always happen on Sunday)

I was told that if you join on or after Friday, then you'll have to wait until next week.

Divisions that started before Friday, ended yesterday so all qualifying players moved to Stone.

For divisions that started on or after Friday, those end next Sunday.
