How can I go from 400s to 1000 ?

You dont need a book. Play games. Analyze the games after you played them. Watch youtube and do some puzzles. 

For youtube I recommend Naroditskys speedruns serie.

Also, as has been mentioned, there are lessons on here.  Good ones.  Spend at least as much time studying as you play. If you don't feel like studying just watch videos (not on openings!) on pawn structures, endgames, strategy/planning, etc. 

Play. You'll figure it out eventually.

A rating of 400 is a sign of frequent blunders.
Always check your intended move is no blunder before you play it.
Hang no pieces, hang no pawns and you are 1500 overnight.
