How can I improve

Hi. I want to talk about my improvement.My rating is about 1640 in rapid games however it drops down to about 1200 in blitz and bullet games.I think i lag behind in tactical abilities and  I am not able to think fast.I never took chess much seriously but now I am ready to spend time on chess.It is possible for me to use the computer for about 2 hour to two and half hours.Apart from this,I can afford to spend about 1 to 1 and half hour in front of the chessboard everyday.However I can't afford to spend money for chess.How can I improve rapidly in rapid,blitz and bullet.I am ready to put 100% efforts for 3 to 4 hours per day.I just want a schedule which I can follow so that no time is wasted.Please give me suggestions. Also, tell me the name of the website, app which you think is perfect(don't just say do tactical puzzles but please tell me where can i solve them for free ). 
Also tell me from where and how often should I study openings , strategy, End game concepts.It will be very nice if you make a schedule(timetable for me).Any suggestion will be highly appreciated. I am thanking you all in advanced.

You play mostly bullet. Of course you miss tactics.

My advice is to stop playing bullet and blitz at all and start thinking about playing less rapid games and playing longer games. Play some turn-based games where you have a day or so to think about each move. At the end of the games, analyse them, and play them back and try to work out what worked and what didn't work. Blitz is fun but it is not a great way to improve your chess in my opinion.

It's a bit like footballers. They play football and this keeps them sharp. But to even begin playing football they have to train. And training is long and hard. Correspondence or OTD chess with quite long time controls (at least an hour each player for the game) is the training that you have to do so that your moves in blitz will be almost automatic.
