Bots are an attempt at mimicking a rating but often those are overrated compared to a person at the same rating, especially at the lower bot ratings. Engines are designed to play the best move and there are code options to try and make them less skilled, but it's an estimate.

Artificially weakened bots err, but in a non-human way.

Those bots will play solidly for like 30 moves then out of nowhere hang a rook.
