Before you attack, you must have an advantege:
"Any attack that is not decisive (the attacker does not have an advantage) will eventually fail"
So, to answer your question on how to attack:
Build an advantage in one of these areas: Space, Material, Pawn Strucutre (make you opponent have an isolated/backwards/doubbled pawn, etc), King Safety, development (pieces placed so they control more of the board), etc Now, since you have an advantage, you will AUTOMATICALLY begin to see areas that you can expand your advantage If not, use tactic-trainer and complete no less than 20 problems per day, then these things will begin to jump out at you. I increased by rating by 400pts this way

Nice stuff .Really helpful if tried seriously.
1. Learn tactics, tactic, and more tactics until you know them so well that you simply can't practice them anymore...then practice harder!
2.Find master games featuring attacks and study them over and over again. Pick games especially that appeal to you for some technique that was used that you thought was really cool.
3. Read really good books on attack in chess. (Art of Attack in chess by Vladimir Vukovic, On the Attack!! by Jan Timman, Winning Chess Combinations by Yasser Seirawan, Attack with Tal by Mikhail Tal, etc.) This will help you a lot.
4. Play your own games and conciously make an effort to spot combinations.
5. Realize that every attack can't succeed simply because a player "wants" them to, but because that player has a specific advantage of some kind that helps him in his attack. The advantage must also be relavent. (e.g. What good is a material advantage if your opponent has a forced mate against you? Or a space advantage if the board is too locked for either player to make any break-throughs?)
6. Understand that every successful attack must include a certain amount of positional understanding. (Even Tal could play endgames!) Modern Chess Strategy by Ludek Pachman is a great book to read for the basics on strategic play that will form the basis of all of your future winning attacks.
7. I promise you that, if you follow this advice, your attacking skills will improve and you will see results!

This is a game against a bot here on Chess.com. I have black and attack from the beginning. The bot is much stronger and brushes off my attack like well "the computer doesn't get concerned." My attack was not well thought out. The Attacking pieces were not able to overcome the defense of the white pieces, the minor piece attack was not effective, while leaving the my black king exposed, dodging and weaving but closed in on and then checkmated. THIS GAME BY BLACK WAS ALL ABOUT ATTACK
