You can go to Clubs then do a blank search (hit the search button without writing anything).
It'll display all clubs by member count order, then look for the range you want by changing the page number until you find the range you're looking for, e.g.:
https://www.chess.com/clubs/search?club_search%5Bphrase%5D=&club_search%5Bcountry%5D=&page=97
It is best to look for clubs with 100% activity rate as that means they have active members and ongoing matches, otherwise it could be an inactive club which won't bring much players, if any.
