The max increase/decrease of rating is +16, +8 ,-0 (or vice versa). That’s the fastest you can increase your rating once you are past the initial games. However, no one rated that far above you will optionally play a rated game as there is zero incentive for them to.

Thanks to you guys , my rating has finally increased from 700 to 1000 for blitz.
I am currently have about 700 rating for blitz and I can't earn rating fast. When I play people who has a rating of 1000+ and won, I only gained about 13 points.
