How do I know if I'm actually improving in chess?

It's not about ELO, it's about what you learn about the game. Why don't you take some time off from playing and study endgame and the B+H checkmate? You'll see improvement afterwards.

I already know that. I've been practising it with myself. White has 2 bishops and black has only a king. I make random but good moves for black while I checkmate with my 2 bishops. I'm good at it now. And I dont think I'm crazy
I've been stuck underneath 1300 rapid for a while. I passed it twice but then tilted. I was very close to passing it a few times but I always tilt :/ That makes me wonder if I'm actually improving at chess. I feel like I'm never going to reach 1400 rating and definitely not 1600 rating
