One can decide to make a chess website for learning purposes. even if there's competition, what happens when the competiton decides to say "this knowledge is ours and ours alone".

This is completely untrue asking is the actual start of the transition from non capability to capability. thats like saying if you gatta ask how to solve a chess puzzle or tactic that your not capable. however asking how is the first step to actually learning enough about the game in order to understand what is needed in a  position in order to solve that tactic or puzzle.. as far as web development goes  you should begin learning coding and use the soft where and website as a long term goal in accordance to learning coding. its important to undertstand to put this as a longer term goal if you jhave no experience in coding. however in no way un realistic. so  id start y googleing the tools you wiill need in order too develop a chess softwhere and website.and then at that point youll probably find out the best coding lanhuages for chess website and software development like  C++ and C# l would also recommend learning python that'll be a helpful language as well when trying to develop anything really and it would be a great start before jumping into c# and C++ as it is more simple than they are. after you find the tools you will need learn about those tools and the basics about them and what not then go ahead and start develop and coding a few smaller projects to get your hands dirty and get an understanding of the concept of coding as well as development like a small game like the snake eats the plle game or the game where you break the blocks with a ball by getting under the ball and bouncing it back up at the bricks and  then make a litlle more complicated game and then more complicated and youll 100% know when your ready to start builing the chess software and website when you are because youll know everything you need to know to start making and there by will know how to actually go about starting in and once you start something from there its all a learning experience and as long as you have perserverance as well as some self disoplin youll finish it eventually and the sens of accomplishment alone at the end of it all will be worth it because you will have learned new thing and really challenged yourself and over came that challenge it is honestly not ganna be hard a chess concept is for sure a verry simple concept to code in comparison to alot of thing so it is exsteremly possible as long as you put forth enough effort

Just make sure you write some tight code. Everyone is so sloppy nowadays with all the huge memories and storage. Back in the day we had a few K to play with, and tape storage and data input, and had to write the tightest code that we could. Hours of revision. Now they don't care and the bugs are breeding like rabbits.
