Sometimes that happens to me. I would have bad internet sometimes when that happens. Most of the time I believe its intentional.
how do you rate the players who simply let the game expire when they are in a losing position

People who do that a lot get put into the poor sportsmanship pool of players where they get to play only against other players who act the same way.
I think that is a great solution.
I get that a lot, and when it happens, I send them a friend request to cheer them up because they clearly need a friend. Funny thing though, they usually accept, and then I defriend them.

is there a way for them to get out?
there was one time a long time ago where they kept pairing me agianst the same person over and over and i aborted many times

I would most vehemently berate them in harshest possible manner....
