how do you tell if someone is using a chess engine?

I have played a few very low ranking guys and I have beaten them many times until one day they played really well and beat me. I'd be baffled as as to how they suddenly played well. Then when I requested to play unrated, they either refused or played crappy again... And some only had one or two current games going on at the time. They made me think if it is a good idea to play unrated all the time against lower ranking guys... any constructive feedback is appreciated.

at the time I played in a club I was at many tournaments some players don't have any motivation to get rating so they stay at 1300 even though they are a lot stronger. One of the players can win against 2000 rated but his rating is 1350.

they are not sandbagging however they kind of ruin the tournaments by only playing good sometimes and have their moments. they can actually decide the tournament by having a good day.

one of them beat danish GM Lars Schandorff in a simul. To do that you are certainly not a 1300 rated player. however his rating goes up and down from 1300 to 1600 all the time.He even won against a 2050 player in 2 hours game. he gives draws to 1100 players.

they can really play bad against some players at the tournaments and suddenly play very well.

Is this your standard comment for cheating posts that you just cut and paste everywhere?  I already read it once today.  And what's with all the cheating posts, I thought they were prohibited and the only place it could be discussed was the cheating forum.
