If you're in the top 10% that makes you a decent player in my book.
There used to be over 20 million in the rapid rated pool. Somehow thats shrunk to nearer 8 million now, so I would say that if you are in the top million you aren't totally clueless.

I think the reason the player count shrunk was because players aren't counted when not playing for over a year, and with all the millions of players who played during the chess boom of late 2022-early 2023 Who are now considered inactive it quickly shrunk a lot.
My real rapid rating is 1500 actually because i can beat 1400 and 1500
I beat a 2000 before doesn't mean that should be my rating
