How good at chess could someone with the lowest possible iq get?

Eventually, we can probably grow a computer from human brain tissue to model the workings of something like Stockfish, then place it in a human body with the only additional programming being for interfacing, like what is needed to see the board, translate that image into a position, and then guide a hand to make the chosen move on the board. By all standard measurements of IQ, it would score 0, yet beat Magnus Carlsen.
Such an approach seems pretty ethically sound.

A president's results would be quite good. Bet Magnus Carlsen would offer a draw to Trump immediately.

Average intelligence is ok , anything above it might prove more a problem than a help(regarding chess).
That gives some form of hope to low rated players .
