Why not aim a little higher and make your goal to hit the 76th and 81st percentile mark?
Also, you do realize that if someone gave you the exact rating number you need to hit the 75th percentile today, that that number will probably be different a couple of months from now, right?

1700-1800? Maybe by the end of 2018! I guess I'll look at people rated 1400 see what their percentiles are

Just eyeballing the distribution graph, I would guess 1700-1800, maybe a little less.
I was way off. Found a player at 1361 and they are at 75.4%. So around 1350 as of right now.

I'm more impressed with ratings than with %ages. There are clearly a lot of players who are still members but didn't get high in ratings and then dropped out or only occasionally play. That pushes so-so ratings into a higher %age category than they deserve.
I'm at a daily rating of 1724, which puts me in the top 4.2%, but note that I'm only board #14 out of 38 (as of right now), done by rating order of the team members, for the Team USA Southeast vs Team United Kingdom match that begins May 1. My probable opponent in that match as well as my opponent in the May 7 Team USA Southeast vs Team Argentina match will both have ratings around 1800 and be within the top 3%.

I mean, I don't think it's that impressive.
Daily is good for practice, but anyone can achieve a high daily rating.
I know an old man rated around 1500 USCF who once got like 2100 playing really slowly and stuff.
I spend like less than half a minute/move on the vast majority of moves, and it gets me 99.9%. It just shows that Daily chess players aren't that good, or the vast majority of them don't care, or something.
How high do I have to be rated to get 75% percentile? I am currently at 1284 and at 66.5% percentile.
I want to get to 75% by July and 80 by October. My question is how high does my rating have to be to get those percentiles.
