How is this a blunder?
Ra8 is best because it wins the rook, rc1 and your opponent plays Rb8 and it defends check mate and also you don't win the rook

The issue is, like SB has noted, 36. Rc1 Rb8 37. Rcc7 o-o (or even 36. Rc1 o-o directly) and you also have Black's passed pawn to worry about. I'm assuming that Black can still castle in that position (without looking at the actual game).
Remember that after 36. Rc1 it would be your opponent's turn! Hoping for a checkmate with 37. Rc8 is only a virtual imagination on our part.
When you play a move that has a potential to checkmate your opponent next turn but it can be easily parried, then it could well be classified as a blunder, especially when there are winning alternatives available. This is in contrast to an unstoppable attack where it would be classified as a win or even a checkmate in several moves.
EDIT: Went into the source game and found that Black had moved the king on move #11, so castling would not be possible.
