d6 is a brilliant cuz instead moving his knight to safety he moved his pawn means sacrificing the knight. Probably sacrificing his knight will give him a better position.

Also brilliant moves happen not because of one person rating, it happens when you sacrifice a piece for better position or winning position. Blunder is the opposite of brilliant.
