I checked her games, and against rated players, she only has 1 win and a draw. The rest were wins against unrated people. Since you need to win against 3 people to open a rating, she is unrated in FIDE
There are also automatic regular titles anyone can get.
Fun fact: St Kitts and Nevis didn't have a men team for this olympiad. And it seems that there is no overwhelming competition for the female team either.
So anyone who complains about Mia's title can try to transfer their federation to St Kitts and Nevis, get into the Olympic team, score 50% in the next olympiad and get a CM or WCM title.

Some open titles are like that as well.
This happens with some regional FIDE events, usually for younger players and good performance on such tournaments merit CM title for instance. There are people with CM title with FIDE rating around 1 500 and similar as a result.
Not the best thing, for sure, but it is what it is.
This usually happens in regions where chess is not so popular, so someone lower rated wins a tournament like that and gains title automatically.
Most titles (open and women ones) are won by rating, but some are not.
One interesting example is world senior champion. Whoever wins it, if he doesn't have GM title already, gets it because he is now a senior champion. That is how Larry Kaufman became GM in 2008.
