How long will it take a beginner to reach ELO 1700?

It took me roughly 2.5 years for me after playing seriously - but I didn't go to 1700 - instead of being rated 1700, I went right from 1600 to 1850 in one tournament, and never looked back (and one more year to be 2000+). I was very motivated.

For someone who has no motivation , it may take way longer.

That bar is a bit low.... I would say that 1800 is a better bar, simply because the unmotivated/untalented players will never advance across that.

I would say "few years" but it really depends on many things.

5 years , spending a lot  more than 6 hours a week on chess may do the trick. I have digged quite deep for four years (1975,2014,2015.2016) and I am at Fide 1396 now. 1700 is very close, and I perform at 1700+ on my better days.

I needed six years to get 1700 FIDE Elo and seven years to my first german rating over 1700. Some are much faster then that, some are slower, some will never reach that level. It depends on so many things like age, talent, time and motivation for chess and also money (for visiting tournaments far away, chess.com Membership, books, maybe coaches).

Getting over 1500 is super easy though.

depends on how quick you learn. It takes people about 2 years at my age if they invest a hour a day to chess

That fast progress is more than youth and hard work.  It is a lot talent too.

It took Hikaru Nakamura 1.5 years - don't expect to improve faster than this.
