How many blitz games, puzzles, lessons etc should I do?

Puzzle rating means nothing.

Hey mate!

Find a system of training that works for you, focusing on your weakest link, whether that be opening play, tactics, endgame, ect. Daily work accrues fast so whatever you do find a way to consistently work at it. I set goals, one concrete and one more ambiguous. My recent goal right now is to solve 4,000 puzzles and begin learning the basics of several openings. As I accomplish a goal, I add a new one.

If you want to reach a rapid rating, only play rapid. Immerse yourself into your goal and aims, get a feel for the time control and managing your game time.

With some talent and some work, some reach above average in a year or two. Although it must be honestly said that not so much because of doing it well as because others do it worse.

 Many consider "decent" to be above average. Let's say, using the ratings, to be above 1500–1600.

Speed chess is not much like classical chess. Yes, they are the same pieces on the same board, but the demands for precision and the tension involved are totally different. Most cannot stand it, they get discouraged and leave it because while in speed chess it is possible to be moderately successful based on talent and intuition, classical chess is all of the above plus a lot

Try to learn how to get a groove going. After you get a good groove, keep playing until you lose it and wait to try again the next day.

This sounds like a good plan, but you should also analyse deeply your rapid games for alternative plans, tactical misses, and such.

Yes. I’m 1500 and my end of the year goal is 1800-1900.

basically what pfren said. unfortunately, i can't really set "rating goals" for myself in rapid though bc of many superhumans.
