with hard work and you don't have pure talent then probably 18 months

Do:

• Warm up with 4 tactics puzzles.
• Play 15|10 rapid and use all your time before move 30.
• Blunder check before you move.
• Whenever you lose a game, analyse it.
• Study annotated grandmaster games.
• Study endgames, especially rook endings.

Do not:

• Play bullet, blitz, daily.
• Play without increment.
• Play gambits except Queen's Gambit.
• Play too fast.
• Move without blunder checking.
• Analyse won games.
• Study openings.
• Watch videos.

Analyze your games, solve puzzles (slowly), study, play (apply what you learned).
