ah ! if you understand how to FORK , PIN , SKEWER , X RAY and you know some of famous openings like ruy lopez , sicilian and you know what CCT means then you are an intermediate in general sense . if you do not understand these terms then you must be beginner .so decide .

I believe that it is always useful to read over well annotated games by the good and the great. I've learned a lot going through games in 'best games' collections and taking note of the annotator's comments and analysis. This would apply more to intermediates than beginners. If you feel you are on the cusp give it a go.

Another piece of advice. Try and play some games with classical time controls. There are apps for the iPhone and presumably Android for chess clocks. These will encourage you to play slowly and think more deeply about your moves. This is what happens in tournaments, matches and so on. Also in such games get into the habit of writing down your moves and then (if at all possible) going over your games (win or lose) with your opponents, and thinking about your mistakes and also your good moves.

STEP 1 : TRAIN TACTICS
learn fork , pin , skewer , x ray , discovered attack , double attack .
focus on understanding the tactic . dont just glance at the solution --- learn the idea behind it .
STEP 2 : PAWN STRUCTURE
subscribe to HOWCAST on youtube . waatch their video about PAWN STRUCTURES . memorize these basic structures and try to see what structure is in your current game .
STEP 3 : USE YOUR BRAIN --THINKING SYSTEM
research "thinking systems" in chess on google , you will find plenty .
you have to develope a thinking system and apply it in your games .it will help you in deciding the right move to make and improve your position .
STEP 4 : BASIC END GAMES AND CHECKMATES
learn some basic endgames and checkmates .understand what to do in these positions .
STEP 5 : WEAKNESS
find out what are weaknesses in chess and how to take advantage of them . i wont tell you what these are . do research yourself .you will gain much more if you make the effort .
STEP 6 : ANALYSIS
" you learn little from victory , much from defeat "
learn how to annotate a chess game and start annotating your games in a seperate journal .learn how to analyse a chess match .try to analyse your matches that you lost . identify your
weak points . you will then know which aspect of your training you need to work on .

STEP 7 : ELIMINATE BLUNDER
quickest way for a beginner to improve is to eliminate blunders from his game .how will you do it ?
research the topic " how to eliminate blunders in chess " you will see many good articles . learn and apply it it in your games .
STEP 8 : KNOWLEDGE+APPLICATION
do not just sit on your butt and read chess books and articles on net .
gain the knowledge and try to apply it in your game ...
STEP 9 : TRAINING SCHEDULE
try to follow a structured training program . if you do not know how to train ask a higher level player for it ...

just follow the study plan on chess.com.it's instructive and proper managed to improve your play step by step.
work on your tactics. solve chess tactics everyday. 30 minutes per day tactics work is enough. If you can get a book, get Idiot's Guide to Chess.
Yeah. Idiot's guide to chess is a good book. Studying all its contents will improve your game and understanding.

As AntiNetwork is saying, the answer is a lot of very hard work. I spend hours a day on it and my goal is just to become a solid class B player (USCF 1600+). There are no quick answers to improving. This game is hard. Still improvement is possible.
When I started back around April my tactics rating at ChessTempo was around 1349. It now stands at 1638.
