You will have to compete in FIDE sanctioned tournaments. A club would have to be FIDE registered.

if you already have the rating, you might want to check with your local chess club. There might be a fee to pay, and other requirements such as how many Masters you competed against. Check with a local chess club.

In order to apply for FM You must at some point have had FIDE ELO rating of 2300 or more. if I recall correctly, along with the application some kind of registration fee must be paid for FIDE as well. It may well be that your national chess federation (eg. USCF) may automatically apply and pay for the fees for any member reaching 2300. At least Finnish chess federation does but this may be different from country to country.
If you want to play in ELO rated tournaments then good first step would be to join your local chess club who can give you more info. The club should be member of your national federation which in turn is member in FIDE. However, notice that most national tournaments may not be ELO rated.

D'abord s'inscrire dans un club! ensuite dès que vous avez votre licence vous vous inscrivez dans un tournoi, rapide ou lent qu'importe et vous verrez de suite votre niveau... déja les membres du club vous auront fait jouer des parties contre eux et ils pourront vous estimer...Quand vous vous inscrirez dans le club, évitez de leur dire que vous êtes du niveau d'un Maitre, faites quelques parties contre eux d'abord....

you make it sound like it's just a bureaucratic formality. Get about 1200 ratings points better than your current level in the next ten years, if ever, and we'll talk about it then.

Can I be a master whilst only playing online and thus acheiving a 2200+ rating?
Not really, though FIDE online Arena delivers titles for online performance. But OTB players wouldn't take those titles seriously, and they're worth nothing compared to OTB titles.
