FIDE cost will vary based on membership type, but it is nowhere near free to my knowledge.

You get a FIDE ID by playing in FIDE events. Depending on your area, you may need to contact your national federation to have them set up your FIDE ID and then you'll be able to play in any FIDE rated event you qualify for.
You can also play on their online arena and get assigned an ID but you would need to look there for the details.
