How to punish this opening ?
The quick answer is:
If he is not going to take the center, you should. Try playing ...d5 ...e5 ...Nf6 ...Nc6 or even ...c5 and ...f5 and then getting your bishops to good squares. Experiment with different move orders and don't forget about your King.
The longer answer is:
No, there is no way to punish this. If white plays a little bit passively in the opening, he only gives up his initial advantage. He does not open himself up to an attack unless he actually makes a mistake, and none of this is a mistake. It is kind of hard to explain to a beginner why it is always a good idea to try to keep the initiative with the white pieces because as long as he plays sensibly, he will rarely lose to an immediate attack. As he improves and/or becomes more competitive he will probably look to play more aggressive openings.
I'm not sure this is the worst idea for a beginner, though. I could see the sense in telling a beginner to just get used to taking care of king safety first and worry about the center second, just so he gets to see the game develop and forms good habits. After he gets a feel for how much time he has in different black opening schemes, he can start to experiment with more pawn thrusts.
First of all, you should avoid to play crappy moves like 3...f6, instead of this, control the centre, develop your pieces, prepare castling, thats all you have to consider on your low level of chess...
@Dark_Falcon he stated that black's moves where random and he just wanted to show white's first four moves. Ignore the f6 move.
@Diversion01 Both with white and black you'll want to grab the center early with your pawns supported by your pieces. The way to "punish" that opening sequence is to take the center and never let it go. Taking the center and cramping your opponent's position will probably lead to an advantage at some point, either tactical combination or better attacking chances.
Hi everyone, I'm new here and have been on this website for a quite small time so I decided to join, its really good, community too.
Anyway I wanted to ask you guys how can I punish this opening which my friend uses, we both love Chess and want to improve, but the problem is he constantly uses same and same opening always, so im just wandering if I can encourage him to change atleast a few games to experiment with new ones.

Now i only moved black ones just to show how further he will go.
Now I know that this opening IS good because two bishops very early control center and long diagonals but is there anyway to punish this ?

The problem with this opening is that it grants the opponent an advantage in space. Probably the reason he uses it is because he knows that players with a rating below 2000 OTB do not know how to exploit advantages in space. It is the same reason that some players use the Hedgehog Opening.
There are other disadvantages to this opening. If you would like to know some of the techniques for exploiting an advantage in space please let me know.

I only joined here to ask that question and some tips when i know im stuck, I have been playing Chess for a few years, and in that time I won almost all tournaments that I joined (not Worldwide, but from my Country), so just because my rating is 1200 does not mean I'm instantly bad.
I already punished this opening a few times, but I only asked to see if there is a one which I can constantly repeat to annoy my friend.

Rapid transit games ( 5 minute games) are for strong players who are sharpening their visualization pattern memory banks, and strategic use of clocks especially when in time pressure. It is not for players that have not acquired those memory banks.

How should I then be opening with white ?
same thing as with black. Play e4, d4, Nf3, Nf6, and get your pieces out

After 1.g3 e5 2.Bg2 d5 3.b3 c5 4.Bb2 Nc6 the space advantage for Black has been established. The next step is to reinforce the space advantage without advancing across the midline of the board unless an exception calls for it. White's job then becomes attempts at destroying the Black center which is the bulwark of the space advantage. Black's job becomes thwarting all attempts by White at pawn breaks to free himself from a space disadvantage which will eventually strangle his position.

Welcome to chess.com bro. I'm the same level as you are, and being a patzer just like me, you going to get trolled. I looked through your profile and noticed TWO of your games that you played where you lost, and White played the Ruy Lopez and it looks like you played a Sicilian game. Where are these people as White double fianchettoing their Bishops?
Many people here tell you to occupy the center, I agree with them. You are just basically making the same mistakes I'm making, making unnecessary trades. You also need to develop your pieces.
So here's the bottom line: If you build some sort of repertoire and stick with it, because that's what I do, you'll at least improve just a little. And don't forget to practice the tactics. Here's an example of the crap that I play as White

On topic: #11 is as close to a "punishment" as you can get. After all, double-fianchettoing is not so terrible that there is an instant refutation.

I feel your pain, used to think that I should be able to blast open that garbage as well.
Just remember a few things, you are not winning and you have some sort of advantage.
metalratal has a good line, If I am white against this one of my favorite shots is playing f4 and puting the knight behind it.

You mentioned the "Hegehog opening" as if it was inferior to other openings for space advantage reasons without providing any other justification. I quoted you in full and bolded the relevant part. Granted, the word "refuted" was an exaggeration.
The fact that two top GMs play this opening (and whoever won is pretty much irrelevant) makes it a difficult position to hold.

This is exactly what I was trying to say in post #2. Post #11 showed you one of the possibilities I was talking about, and like I said, this is really the best you can hope for. Expecting there to be some quick prank you can pull on your buddy isn't showing enough respect for the complexity of chess. Have you ever heard the statistic that there are over 288,000,000,000 possible positions after each side has moved four times?
