Its purpose is not to lose a tempo to play as if black, but rather to make good use of the extra tempo. It is by no means weak. If black can play ...e6 in the French Defence, the Sicilian Defence, the Queen's Gambit Declined, the Nimzovich Indian Defence, the Queen's Indian Defence, then surely white can open 1 e3.
Nimzovich used it to win the Carlsbad 1929 Tournament.
