I don't understand what it means

Okay, as long as I've been playing chess, I have avoided playing blitz and bullet. I can't think that fast ( I am 47 years old ). I don't understand what it means by 3/0 or 1/3, etc...?

3/0= 3 minutes and no time bonus per move.
1/3= 1 minute with a gain of 3 seconds per move.

1/3 means 1 minute for white and 3 minutes for black.
