Well, taking this comment literally, and not considering the context, I would have to disagree. If this were the case, then it seems to me that Chess is solved- which is not true. Also, new techniques have been developed since Capablanca's time such as new openings. I think the situation is that all of the low growing fruit has already been picked- we just need people to jump up on the ladders and get the rest.
