I'd keep them on in the opening but swap them off iin the middlegame/endgame

Not if you think your opponent has a good chance of dropping his queen sometime over the course of the game.

usually i only exchange early if i force his king to take my queen, stopping him from castle... if he hasn't already

Generally speaking once the queens are exchanged king safety becomes much less of an issue. So even if your opponent can't castle it's usually not a significant disadvantage.
