Any potential banning is between that chess.com member and Staff/Mods. How they issue those isn't really relevant (I imagine on a case by case basis this is decided, but idk details; different people have different roles).

Idk what you mean by "type" but there are just Staff/Mods. If you mean how many departments Staff has. I don't know the answer to this question, so I suppose you'll just have to ask a Staff member and go with whatever they tell you.
